Copper cutting is almost never done in open air. It is done in a wall cavity, under a vanity or between studs, and a full size cutter will not turn a full circle in there. This one is sized for 12mm pipe and nothing else, which keeps the body small enough to spin in a confined space.

The snap-on feature means you clip it onto the pipe rather than winding the cutter open and closed each time, so you are not fumbling a small tool one handed in a dark cavity. It gives a clean square cut with a smooth finish, which is what you need for the joint to seat properly.
