The HRC40 rating is the number to check. Plenty of cutters will do soft wire and give up the moment you put hardened rebar, a decent padlock or heavy mesh in the jaws, and you end up with a dented edge and an uncut bar. These are rated to cut to HRC40, with hardened, heat treated alloy jaws that hold their edge rather than rolling over.

The jaws are fully adjustable, which is what makes the tool last. As the pivot and the jaws wear, you take the slack out rather than replacing the cutters, so the blades keep meeting square and shearing cleanly instead of chewing. Built with formworkers in mind, which shows in what they will get through: bolts, chain, padlocks, rebar and wire mesh.
