Adbri rates it at 800mm plus cap (4 courses) without reinforcement, where the ground at the top is level and nothing sits on top of the wall. Anything higher, up to 1400mm, needs an engineer's design and No Fines Concrete, and Adbri says to check with your local council for any wall over 800mm. To finish, knock the lugs off the top course and glue the caps down.
